The browser hangs while loading that URL. Tested on Linux and Windows. I don't know what's the cause.

I don't get a hang on win32, the browser is only slow and I get the near same effect with IE8 and Opera11.60 That is no surprise if I look at the page stats: Data Volume= 5,307.05 kB and 1971 different images
I don't see us being able to fix this soon.

I keep accidentally using a non-existent snappy:p4 priority

Another example is http://www.whatwg.org/specs/web-apps/current-work/, the page shows a message to let you switch to a multipage view but clicking on the link is really difficult because of the browser's slowness. I wonder what can be done to improve these situations.
The page in comment 0 loads totally fine for me. But in general, if a page loads slowly, we can't make the page "responsive" without breaking run-to-completion semantics. We can't make the whole browser "responsive" without running that tab in a separate thread or process. IOW, there's not much we can do to solve the general problem.

Tried the website (WhatWG) as of today, measured with each browser's devtools, until everything's finished (DOM and load) and the mouseover-effects in the ToC are registered without pause, several tries: Chrome 31: ~18s IE 11: ~39s Nightly: ~45s
Since this bug was sitting in 'untriaged' for >2 years, I don't think anyone would mind marking it a duplicate of a similar core bug.
