This is a follow up on Bug 699885. Unfortunately https://hg.mozilla.org/mozilla-central/rev/bea7ecf9084e from bug 699885 had to be backed out because it caused a chemspill (bug 718939), so we need to handle the case it fixed; sometimes on windows we don't send deactivate on blur.
