Panning when a new page is starting to load is very slow. It wasn't in the Java compositor. It's probably either texture upload or something blocking the compositor event loop.
I've noticed this as well.

I've added performance warnings to logcat. It's based on the time schedule composite is called. We should pay attention to these while the page is loading.
Just to be clear, this is not a problem in the regular mozilla-central trunk builds, just on the maple branch, right?
