This is similar Bug 705174 but different regression range.

Scrolling performance is extremely sluggish on ftp.mozilla.org/pub/addons/ if mouse pointer is in row.

Reproducible: Always

Steps to Reproduce#1:
1. Start Firefox with new profile
2. Open  ftp://ftp.mozilla.org/pub/addons/
3. Wait for page load (throbber stops animating and favicon appears)
4. Pot mouse pointer on list.
5. Scroll down

And also mouse hover styles that apply outline is lagged.

Suspected: Bug 724432
This is the expected result of backing out one of the things that fixed the original bug. This will be fixed again when that lands again.

Depends on: 719177
Although the fact that bug 675015 doesn't do much makes me think we should consider increasing the timer from that patch from 100 ms to something higher. It's a balancing act though as we don't want it to feel weird when we update hover after scrolling is over.
