728088 - Geolocation Demo should tell the user to turn on locations if it is turned off

Description

1. go to settings -> location/security
2. turn off Use wireless networks
3. go to http://paulrouget.com/mwc-demos/apis/geolocation.html
4. click on the icon

Expected: some message stating to turn the "Use wireless network" for locations on 
Actual: nothing happens
