Steps to reproduce:
1. Login to APPS Marketplace https://marketplace-dev.allizom.org/en-US/developers/apps
2. Click on "More -> Manage In-App Payments" from a listed app.

Expected results:
User is redirected to the "Manage In-App Payments" page and a link for this page is displayed in the left menu.

Actual results:
The link "Manage In-App Payments" is missing from the left menu.

Andy, this doesn't seem fixed. If I load https://marketplace-dev.allizom.org/en-US/developers/app/steamcube/in-app-config and I haven't set up In-App Payments, it doesn't show up in the sidebar nav.

This seems fine to me. We only in-app payments in the menu if the user has selected that as their payment option. Why would we want to show that option to all users?

In that case they shouldn't be on that page. If in-app payments is not enabled, I'll redirect away from it.
