steps to reproduce:
1. Load https://marketplace-dev.allizom.org/en-US/developers/app/submit/1
2. Click 'Agree and Continue'
3. Hit back button in the browser.



Right now, we do not allow users to hit 'Back' button to go back to Step 1. Allow developers to go back to Step 1 to review Developer Agreement
