Steps to reproduce:

1. Hit F11 to enter full screen mode
2. Hit the "alt" key.


Actual results:

Nothing.


Expected results:

Menu bar should have popped down, much the same as it does when hidden in non-full-screen mode.

There's a bug for this with OSX, but I experience this under Win (bug#575755)

I imagine a fix for one would fix both.
Will update the other bug with Windows

Just to clarify, as of 26.0, menus do function, but are invisible/obscured.  So, still broken, but that's some more detail about how it's broken.

Bug 648504 is for Linux.  This is a bug in Windows versions.
The implementation for Linux and Windows is basically the same.
