steps to reproduce:
1. Load https://marketplace-dev.allizom.org/en-US/developers/submit/app/details/linerage-4
2. Upload a few screenshots
3. While the upload is in progress, click 'Continue'
4. Complete the submission process.
5. Notice the screenshots in the edit pages: https://marketplace-dev.allizom.org/en-US/developers/app/linerage-4/edit
To stop users from uploading incomplete screenshots, let's keep the 'Continue' button disabled when screenshot upload is in progress
