Attached patch patchSplinter Review
I'm going to split off the main part from bug 678833. Changes: * blocking -> tracking * alpha/beta/final -> Aurora/Beta/Release * addition of "patch fixes failing tests" to "Criteria for +" of approval section * fixed nits Will send links to Council in a minute.

IIUC this bug is about http://www.seamonkey-project.org/dev/review-and-flags — but what about https://wiki.mozilla.org/Modules/SeaMonkey which "was last modified on 2 November 2010, at 16:25"? (I'm not sure if it's by the site's UTC or by my prefs' CET=+0100 but the difference is of course irrelevant here). N.B. https://wiki.mozilla.org/Modules/All also includes a section about SeaMonkey but I don't know if it is or isn't autogenerated from Modules/SeaMonkey (This page "was last modified on 28 June 2011, at 13:42." Should a followup bug be opened about updating the wiki, or are the owners and peers listed there still valid?
