Details
steps to reproduce:
1. Upload a webapp.
2. At Step 4, choose the option to set up PayPal later.
3. Navigate to 'Manage Status' page. App status is set to "Incomplete"
4. Go to 'Manage PayPal' page. Complete the PayPal settings.
expected behavior:
App status is updated to "awaiting review"
actual behavior:
app status is never updated.
