1. Try to register for a new account at https://addons-dev.allizom.org/en-US/firefox/users/register
Make sure that this account is not associated with a BrowserID account.
expected behavior:
registration is successful.
observed behavior:
registration fails with a 403.

Looks like this was fallout from cvan's changes to read_dev_agreement. after his revert this works for me on addons-dev
