735969 - Revert the disable version downgrade check workaround from Bug 735784

In Bug 735784 we introduced a temporary workaround to fix an upgrade problem.  This bug is to revert that change. 
It should be reverted in 2 weeks.

Sorry I attached this late last week but got a bugzilla down for maintenance error and didn't re-check to verify if it was uploaded or not.  Apparently it was not uploaded.

I'd like to land this as soon as possible along with Bug 735970 and Bug 730862.

The number of builds out there on old affected versions is: 889
4 days were not included in the stats because they are below the threshold we have in place to track stats.
