E.g. when I install dictionary addons on Windows, I don't want them to be auto-installed on Linux, because on Linux, dictionaries are already installed system-wide. Up to now I have been using siphon for addons sync. In siphon you can tick "ignore" or "don't sync" in such cases.

The request for "selective add-on sync" is already being tracked in bug 735605. And, a partial workaround for that is described at https://wiki.mozilla.org/Services/Sync/Addon_Sync#Can_I_have_different_enabled_states_on_different_machines.3F Another workaround would be to disable add-on sync through the Sync preferences and continue to use Siphon. Normally, I would mark this bug as a duplicate. However, because of the dictionaries on Linux comment, I'm not sure if there is a scenario there that needs to be considered. Can someone from add-ons comment and triage the bug accordingly?
I'm not sure I understand what difference you think there is between this and bug 735605, can you elaborate?
