Steps to reproduce:
1. Login to Marketplace https://marketplace-dev.allizom.org/en-US/developers/
2. Click on "Submit an App" link
3. On step 2, enter an app url manifest and click Validate.
Expected results:
Information about app validation is displayed and user is able to click continue.
Actual results:
Submit an App process is stuck on manifest validation.

Yesterday -dev experienced hardware issues (bug 737144). This is fixed now.
