7402 - apprunner responds to mouse movement even when not frontmost

to reproduce:
launch apprunner. when that's done, switch back to another application on the
system. when you pass the cursor over things in the apprunner chrome, they
change to indicate that they can be clicked. now, I'm not sure that this is
expected or desirable behavior. when a 4.6 browser is running but its window is
not frontmost (or active), most things in its interface will not visually change
when the cursor is passed over them. Perhaps someone from the UI group could
comment on this?
