prevent the default startup pref so it cannot be changed by adding a pref listener, and can only be enabled in prefs.js
As with Bug 741812, we aren't shipping marionette out in release builds, so users won't need to worry about accidentally turning on a pref. This might be useful in the future when/if we do start packaging marionette.

Resolution: --- → WONTFIX
This is still unnecessary because in bug 870445 a command-line switch is required. That fulfills the same requirement.
