Bug 696585 added a mechanism to set a preference while running both the test and the reference for a reftest.
To make the font-inflation tests use the reftest harness, and be able to adjust the preferences more easily for bug 706193, I'd like to extend this to be able to set a preference for the test only or for the reference only.
