Need to figure out why it was causing bug 741593.

Add ORM, site, and upstream caching.

Add cache-machine back to projects.
Add new django-cache-machine submodule.
Update cache test to be more robust.
Activate django anonymous-only site cache.
Fix bug 743332 743244.

This bug exists because django-cache-machine was removed as part of bug 741593. QA should verify that the problem that existed in that bug is still fixed.
