Can you define "public"? I don't mean to be pedantic, but there are a few variables at play...
Here's my attempt:
A webapp (addon of type=amo.ADDON_WEBAPP), with the following properties:
* status=amo.STATUS_PUBLIC
* disabled_by_user=False
Should we also make sure the Webapp has a `_current_version`? Anything else?

Yep checkout out `is_public` on the Addon model. An app will have to have to have a current version to get into a public state I believe.
