This feature allows add-ons to make a tabs that have same look and feel as
"about:addons" tab, where toolbar is not displayed. Use case for this is to
let add-ons like collusion to present content without stupid URL in address bar like:
resource://jid1-f9uj2thwoam5gq-at-jetpack/collusion/data/ui/index.html

Sorry for a very late followup on this, hope answers on this questions make
this feature clear. This does not changes any of the existing code and does not
do anything that traditional add-on's could not. If this needs a sec-review I'm
happy to be have that meeting and answer any questions you may have.
