I wish I could reproduce the bug this is meant to fix, but this should, indeed, be the fix.

Verified fixed although this is not applicable anymore since we now use low resolution screenshots when scrolling the page.

This is still the case. This specific bug involves on a new tab or loading from an external URL you should see a brief bit of white before the page loads.
For the other case you mention you can still see white "checkerboard" before a page finishes loading or sometimes when scrolling very fast.
