Redirect what's new page for Thunderbird 12
There's no major features added in TB 12, so we're going to not present the What's new page. As discussed in the driver's meeting, we'll just redirect the What's New option to the release notes. (in future we'll probably be able to do this via aus,

I had to do a unit-test busting fix for this: http://hg.mozilla.org/releases/comm-beta/rev/d189b612682a I might pull some of those across to trunk later, but if so I'll do that in a separate bug.
