Flash Player should behave as animated GIFs do

The flash player plugins (and similar ones) should behave similarly like animated gifs -or images in general- and the user should have the same portfolio (or simiar) of control options over them. This means that if the animated gifs are set to "none", the flash should not play by dafault. Similarly, if the user wants to block images from certain sites (advertisements mainly....), the flash plugins should be disabled for download as well. I think this describes the idea. The issue is "how much similar" the options should be. I leave this for discussion. There was a similar note in bug 17686 (which is closed now) and I cannot see this issue addressed elsewhere.

Actually, it would be better to have completely separate settings for flash and animated images... And there is already a bug on blocking flash *** This bug has been marked as a duplicate of 70805 ***
