Desktop will need to implement the WebRTC UX/UI design.  This can largely be piggy-backed off the Camera API UI design (Bug 748835), which is dealing with most of the same issues.  

NOTE: The UI work we need here is Chrome UI work to handle permissions for the camera & microphone access and notification that the camera & microphone are active.  Web developers will be designing the rest of the UI, but because the camera and mic data is so sensitive and there is the potential for abuse, we need that piece of the UI to be within the browser.

I'll try to tease it out...  Probably assigned to anant, and opened by him sometime in the month or two following this, and resolved by mid-june.
