add better indication of resumed downloads after browser (re)start

Currently there is no indication that a download is resumed from a previous session after (re)starting the browser.
This would change if bug 746591 or bug 748381 are fixed.
Though I think it would make sense in this special case to at least show the arrow animation or even the full download panel to inform the user that there is an active download, as he might have forgotten about it already.

The panel can't be shown, cause it would be an obtrusive annoyance for the user.
What I expect is just that the button changes from the common arrow to the progress indicator. This doesn't happen immediately on startup, cause we initialize the downloads service with a delay of 10 seconds.
Did you wait for these 10 seconds or just noticed they were not notified immediately after a restart?

Oh, you're right, I didn't notice that this was already implemented. Maybe because I first noticed this bug when using Firefox 12, which does not have the new download panel.
Though just showing the progress indicator is still easy to miss. Maybe you could additionally show the arrow animation that already exists to inform about newly started downloads.

Well the point is that we don't mean to annoy or distract the user from his current task, he will notice soon or later that the downloads finishes through the button+taskbar notifications, there is nothing much interesting happening before that time.

Well ok... though it is not too annoying really.

It is possible that the user meanwhile changed to an internet connection that is not suitable for resuming the download.

I'm not sure whether there should be further noise in front of the user on startup. As I said when something interesting happens there is a notification (subtle or not, is not that we are doing something worse than the old DM afaict).
Notice that now the button is always visible to the original issue is partially covered.

When there are paused downloads, there is already an animation of the downloads icon. The effect seems to be that the icon zooms in and fades out across the screen. Please verify.

there is a change when the downloads are resumed, and another one when they complete.
There is also a badge in case downloads were blocked.
I don't think we need to add more notifications on startup unless this becomes a common feedback by users, and so far I didn't see many reports about this.
