Bug 707836 happens to redirect navigation after window.open's new window already opens (to about:blank) which then starts loading the desired url. This behavior is different from anchors that target=_blank because they don't open windows first.

Myk suggested that there could be a way to detect the load earlier perhaps with nsIURIContentListener.
