BUILD: CVS build from 2001-04-11 with PSM2

STEPS TO REPRODUCE:
1)  Go to http://www.rsiaa.org/rsiauth/cgi-bin/home.pl (which redirects to the
     same URL but with https:// )
2)  Click "Cancel" in the "newserver" dialog that comes up

EXPECTED RESULTS:
Cancel and show an authentication error page

ACTUAL RESULTS:
The dialog disappears and comes up again.  Cancelling the second dialog shows
the error page as expected.

I'm still seeing this problem with 2001-04-18-08 and CVS debug and optimized
builds pulled "Thu Apr 19 08:49:57 PDT 2001" on Linux.

setting back to linux-only and reopening.

Still seeing this in a 2001-06-11 Mozilla debug build.  Cancelling the dialog
the first time gives me a second copy of the dialog.

I'm seeing this annoying problem on Windows 98 too, with 0.9.1 and 2001061204

Worse than not being able to cancel is that you can't even accept the certificate.
