Details

The W2MO® app installs fine but on uninstall fails via control panel in Windows (silently).  I suspect its the ® ( (R) symbol)

This sounds like a duplicate of bug 751177. Tim - Can you confirm?
This is almost assuredly a duplicate of bug 751177

Andrew, try the following:
  1) Using notepad, open the "webapp.ini" file that exists in the app's install directory
  2) Use "File->Save As" and replace the original, but be sure to set the encoding as "Unicode" (Note: After doing this the app will fail to launch, so you might want to back up webapp.ini)
  3) Try running the uninstaller again
Yes, that did it.  
(btw the shortcut remained on the desktop)

That's because another INI file ("shortcuts_log.ini") contains info about which shortcuts to remove, and suffers from the same Unicode woes.
