I'd argue this is an anti-feature... I've been using firefox for years and I love it for debugging websites... but this is completely awful for a regular user. I just encountered this for the first time today, but my spouse has ctrl-shift-s bound to generate MHTs (using unmht) and this debugger just started popping up instead and it's really annoying.

I think the developer features should be disabled by default. I can open a new ticket about this. But I don't think we want regular users running into this debugging tool. They're not going to know what it is and it's just going to annoy them. Developers can deal with turning on a setting. We already have a whole pile of items in the Tools menu.
