75725 - file dialog redraw problems opening subdirectory

When clicking on a subdirectory in a file dialog (such as "save as" or "open"),
if i click on certain subdirectories (not all of them) the following occurs:

1. The list of directories will fill with line after line of 
   a single directory a coupple of items up from the subdirectory 
   i actually clicked on. For example, if i double click on 
   "temp", then the file list turns into:
      swahili        04/07/97 .....
      swahili        04/07/97 .....
      swahili        04/07/97 .....
      swahili        04/07/97 .....
   It's not consistent in which directory name displays. 
   If i double click on "temp", sometimes i get "swahili" 
   as described, but sometimes i get "searchplugins" 
   or "shell-programming".

2. The wedge (grippy? slider?) in the scroll bar on the right 
   grows very slowly until the selected subdirectory is displayed.

Although this only happens for certain subdirectories (such as "temp", as
described), with those directories it happens consistently.

I've been getting this bug for at least a couple months, i think.

This will go away once the filepicker is using outliner....
