Telemetry is included in the platform. Probes may be useful to understand characteristics of the Web runtime (WebRT) on desktop and mobile. Should we enable Telemetry for the WebRT?

Some questions:
1. In general, Firefox preferences do not exist in the WebRT. How will users enable/disable Telemetry?
2. How can we prompt users to enable Telemetry? Can we enable Telemetry in the WebRT based on the user preference in Firefox?
3. Can we enable Telemetry for all apps run in the WebRT or must we enable Telemetry on an app-by-app basis?
4. What product should we use to report the data collected? Firefox? WebRT? Can we use each individual app identifier to isolate issues per app? Is reporting on each individual app useful (some will only have a few users, others may have thousands or more users)?

Nominating for k9o - In an email thread, I recall Taras wanting to be able capture perf problems with top apps effectively and diagnose root causes easily. Might be something to consider.

It would be best if webrt could report the app id via telemetry. Then if we get sufficient webrt usage we should get extremity useful "per-website" perf data. At the moment a lot of our measurements are noisy because users have a lot of websites open, so we can't measure GC-times-on-facebook, etc. If we do apps telemetry right(with sufficient optin), this would be a huge win.
