So the default english selected string for that option would then be:
"Show the default New Tab page"
and would change to
"Show a blank page" 
only when that is selected from the dropdown in the Tabs section as shown in
https://bugzilla.mozilla.org/attachment.cgi?id=599086 mockup.

Bug 729063 was duped, so now the string needs to reflect the wording used in bug 743613, whatever that ends up being. The current patch has it as
"Show website previews"
though bug 742613 comment 21 did review- that, and wants it hidden if browser.newtab.url is not about:newtab
In that case the wording of this "When Firefox starts" dropdown entry should be
"Show custom website"
