Once created, we'll get level 1 scm associated with it, similar to bug 679206

The need for this account is to allow automated maintenance on the try repository (bug 734225).

I think for the repository access, it needs to go through the repository account requests component, and needs an ssh key attached. I suppose a new bug is appropriate for that.
