Steps to reproduce:

Thunderbird should have a side pane view (folder view) that features a list of tags that would act as a dynamic folder containing every message for that tag.

It should be possible to choose to merge all accounts into one (and have all tags from all accounts) or keep tags in each account separated.

A nice feature on top of that would be to have a hierarchy automatically build from the tag name. The separator could be for example the dot "." which serves generally as a path separator in IMAP. So if a tag is named "ML.mailinglistname", you would get a folder ML containing the messages tagged "ML" and a subfolder "mailinglistname" containing messages tagged "ML.mailinglistname"

From there, we could imagine other features like the ability to select multiple tags, and have only the messages tagged with both tags appearing.

You probably know that in Thunderbird "dynamic folders" can be realized using "Saved Search". Of course - contrary to your suggestion -  you currently have to create a "Saved Search" for tags manually. However this is advantageous: You can not only define a set of tags you are looking for but also have the search include messages from more than one IMAP account. 

In my opinion, TB first needs to improve of tag management (creating, editing, tagging) before improving tag related search features. You might want to look into bug #432710 for more features in the context of "tagging".

iirc there is an addon which provides something like this.

And if you have the "View" widget shown in the toolbar, View | Tags | ...
shows all the tags
