The download panel is nice for seeing your active downloads temporarily, but it'd be nice to be able to also open the standalone Toolkit download window to get a more long-lasting view of your downloads.
When not in Customize mode, maybe it could be opened by a drag event on the Download button away from where the button resides on the toolbar?

In the next version, the Downloads menu command and keyboard shortcut will open a
new Downloads view in the Library window instead of the Downloads Panel (bug 748160), allowing full download management from a detached window.

I don't think we want to implement the complicate drag-to-window behavior, we have the Library view and this view can also be opened up in a tab (bug 815352)... That should be enough to satisfy most use-cases and allow to build add-ons to cover the remaining part.

I'm looking forward to the new feature. The current version of the download panel doesn't give any sufficient useful feedback at.
