Since l10nRelbranch is set to None, there shouldn't be any problems with l10n tagging. Automation will generate a new relbranch.

Due to bug 762098 (ja-JP locale); this means we may need a beta 8 build 4 as well.
We need to ship the fennec14_beta_b8.3 milestone once ja-JP is signed off; then we can go to build.
