This will be a lightweight extension to the <browser> binding which for now will
add tooltips, but custom help browser functionality can be added here.

So I haven't quite figured out yet how to make tooltips as anonymous content
work, hence the "ew" section for now.

I personally disagree with this. Why would we want to use <helpbrowser> instead
of <browser>? What advantage does this give us?
Jag, give us some status or reason for keeping this bug open or I'm going to
WONTFIX this.
