Steps to reproduce: 1. Login to Marketplace consumer pages. 2. Load Payment Setting page ( https://marketplace-dev.allizom.org/en-US/settings/payment ) 3. Set up Pre-Approval Expected results: Pre-approval can be set up with no issues. Actual results: "Oops" page is displayed when user is redirected back from the PayPal website.
