Device: HTC Desire (Android 2.2)
Steps to reproduce:
1. Open http://people.mozilla.com/~nhirata/html_tp/big_buck_bunny_480p.webm
2. Set the video to fullscreen.
3. Rotate the device to landscape and then to portrait.
3. Scroll up and down.
Expected results:
Scrolling is not possible at all.
Actual results:
Overscroll is possible.

Tested on the latest nightly (FF 20), and works as expected.
