Currently for talos tests we run a11y tests on linux and windows, but not OSX.  

Right now we have two test suites for talos which split tests into other and other-mac.  The only difference is other-mac doesn't have a11y.  We should be able to do this now.

I need to conform which branches a11y talos tests should be able to run on.  I think with our recent change from chrome/chrome-mac -> other/other-mac, we should have a green light.

I don't think accessibility is enabled beyond FF16.

It should be on 16, 17, 18, etc.  It should not be on esr, 13, 14, 15.

other/other-mac are only for firefox 16.  I could be confused, it has happened before.  Maybe David or Trevor can confirm.
