Our Mozmill l10n tests have been shown that there are some access keys which are used multiple times in the same scope. The full list of those keys you can find here:

You wouldn't have to open bugs that way.

You would have to watch http://mozmill-daily.blargon7.com/#/l10n for your locale. We push results a couple of minutes after your check-in to mozilla-aurora. Otherwise you can also run the tests locally on your machine by following https://developer.mozilla.org/en-US/docs/Mozmill_Tests/L10n_tests.
