***Observed with 04/23 linux, win32 trunk build***
JPN attachment filename is displayed as escaped system charset string when
composing a msg by "Edit Message as New".
Steps to reproduce:
1. Have a mail the JPN attachment filename.
2. Select Message | Edit Message as New.
On Attachments list, the JPN attachment filename is either displayed as
escaped SJIS string (On Ja Windows) or escape EUC string (On RH6.2J).
But you still can send out the mail with the wrong attchment filename.

6.01 works fine except that it adds numbers following the real filename, which
is a core problem. For example, xxx.html becomes xxx-1.html.

I think Marina reported a similar problem for forward which is a core mail
problem. Marina, do you remember the bug number?
Xianglan, could you attach a screen shot?
i think that was bug# 64829

Marina, not that one. For the bug I mentioned, you generated ASCII only file
name test case.

Xianglan, could you try with ASCII only (e.g. space, '[', ']', etc)?

Same problem occurs to ASCII attachment file name.
For example, the attachment filename "test a[aa]b" turns into
"test%20a%5Baa%5Db" on "Edit as New" window.
