Build: 04-23 trunk on all platform

The new charset in Composer can not get reflected when overriding original wrong 
charset.

Note this one is similar but diffent than bug 56195 (see Kat's comments there).

Steps to reproduce:
1. Launch the Browser and go to the above URL page - this is a wrong charset 
page.
2. Change charset to shift-jis by View | Character Coding | More | East Asian
   | Japanese (Shift-JIS) in order to view this page correctly.
3. File | Edit page to brings up Composer.

Result:
The page is display incorectly, and charset was setting to iso-8859-1 but 
shift-jis.
Another case to reproduce:
1. Go: http://tw.yahoo.com set charset to Big 5, then the page is display OK.
2. File | Edit Page -> Bring up Editor page.

Then you will see the page is display garbled.

Is this broken after 6.01?  I tried this using 6.01-Ja on Windows 2000-Ja and
I see the same problem.  Please verify on other platforms using 6.01.

Yeah, it's not broken after 6.01 - LinuxRH6.2 6.01Ja has same problem.
