Steps to reproduce:
1. Open Fennec
2. Go to https://forums.craigslist.org/?forumID=76&areaID=1
3. Long tap on the text from the left frame to trigger the text selection
4. Pan the left frame
Expected result:
Pans is working fine, at step 4.
Actual result:
Pan is locked for the left frame, after step 4. Even if text selection will be disabled, this issue will still persist. A reload is needed.

This was working when I landed a fix for bug 767600.

I think this may be fixed by bug 771757, but I'm running into other weird issues related to bug 772422 testing the latest inbound build.
