Work in progress: Adds pref for Persona fallback service base url.
Uses a discovery web service, instead of a native implementation of the discovery protocol.

Looks like Bug#930095 blocks this from working, but this patch enables secondary email addresses to work with the native implementation. This was working off the 2d96ee8d9dd4 branch.
