Steps to reproduce:
1. Login to Marketplace Dev Hub
2. Click the Submit a new app link https://marketplace-dev.allizom.org/en-US/developers/submit/app/
3. Enter an app manifest and click "Continue"
Expected results:
On the Edit App Details page, user is able to change the app icon next to the app title.
Actual results:
Edit App icon is missing.
Notes/Issues:
Verified in FF16 (Win 7). Issue is not reproducing in production.
