774515 - Drop-down menu can't scroll to bottom of menu item list when VKB is open on Tablets and Phones with Honeycomb and newer

STR:
1. On Galaxy Nexus, load a page with a text field (or open "Find in Page").
2. When the VKB is open, tap the drop-down menu.
3. The menu will open, displaying menu items "Reload" through "Save as PDF".
4. Scroll to the bottom of the menu.

AR:
The menu stops scrolling at menu item "Add-ons", not "Quit"!

ER:
The menu should stop scrolling at menu item "Quit".

On tablets, the drop-down menu can not be scrolled at all, so 'Settings' and 'Quit' are not available when VKB is open

I'm still able to reproduce on Galaxy Nexus and Samsung Galaxy Tab 2 ( both Android 4.1.1)

On Nexus
In portrait, with VKB open, the drop down menu is not scrollable and the items below "Request Desktop Sites" are not displayed. 
If I switch to landscape with both, VKB and Menu open, the menu is scrollable but stops scrolling at "Share" 

On Galaxy Tab 2
In landscape, the menu is not scrollable and the items below "Share" are not displayed.

Still an issue on Aurora 24.0a2 2013-06-27 and Nightly 25.0a1 2013-06-27 on the Acer Iconia Tab A500 (Android 3.2)

I think this is an issue that is worth tracking since is reproducible on any device with Android Honeycomb and newer. Also you can type on the VKB while the menu is opened, but no text is inserted in the text field. Please change back the flag if you do not see this a major issue.
