77623 - Need titletips/tooltips in History Sidebar

We need to implement tooltips that show the entire url when mousing over a 
history url in the history sidebar panel.

a dup of 32157.

blake: bug 32157 is a good solution, but tooltips can be implemented for *all*
urls, whether cropped or not.

Joe: I thought that might be the case, but it was hard to tell from this bug.  
We tried the 'tooltips on all nodes' trick in MailNews before and it ended up 
causing more usability problems and annoyances than the one it was trying to 
fix.  I don't think we should go that route again, but maybe tooltip behavior 
has improved enough to alleviate those problems.

Regardless, bug 64307 is also dependent on 32157, is also plussed, and 
specifically asks for tooltips only on cropped text nodes.  I think we should 
be spending our time fixing 32157 (thereby fixing five others as well) instead 
of working around each case as necessary.  That said, I'll talk to Ben to see 
where he is on that (I think he's already done most of it), and can help if 
necessary...

like something I should fix (such as embedding-related architecture issues),
rather than the actual history owner...

I'm marking this a dup of 32157, because it's just the equivalent of 'outliners
need titletips'.  There is no need for separate bugs on all the outliners
because each outliner doesn't need to do anything to get the titletips, it's the
default widget behavior.
