Our other scrollbar support is for our non-native, rendered scrollbars. Native
scrollbars are done in Windows using the Win32 widgets, which are in affect
their own window. We need to pass the information associated with those native
Windows through ourselves to MSAA, and pass MSAA information through ourselves
to those Windows.
